The Board is a statutory body constituted under, and provided with various functions by, the Plumbers Licensing Act 1945 and the Plumbers Licensing and Plumbing Standards Regulations 2000 (Regulations). The functions of the Board are provided for in the Regulations.

Rebecca Johnston has been appointed to the Board as Chair. Rebecca is the legal practice director of Johnston Wheeler and an experienced board member. Appointed to represent the interests of consumers, she brings expertise in corporate and commercial law. Rebecca has extensive legal experience advising private and publicly listed companies, their boards and senior management on a wide range of legal and regulatory matters.
Laura Groves has been appointed to the Board as the deputy Chair and consumer representative. Laura is a senior lawyer with the Australian Government Solicitor, specialising in administrative law. Laura is a committee member of the Citizen’s Advice Bureau and assisted with the Royal Commission into Aged Care Quality and Safety. Laura's experience brings a unique skillset to the Board in terms of delivering community focused outcomes.
Gladys has been appointed to the Board as a consumer representative and brings a range of skills including administrative decision making and governance. Gladys has worked in the Australian Taxation Office for over 30 years' in various areas of tax law and it's administration. Gladys holds a Bachelor of Business and Masters of Business Administration from Curtin University, in addition she is also a member of the Australian Institute of Directors.
Paul White has been appointed to the Board as a plumbing representative. With over 45 years of industry experience, Paul has worked as a plumber and in hydraulic design, as well as served on a range of boards and committees. Paul is the current President of the Association of Hydraulic Service Consultants Australia (WA Chapter) and is a qualified and practising Justice of the Peace.
Murray Thomas has been appointed to the Board as a plumbers representative. Murray is the CEO of the Master Plumbers and Gasfitters Association of Western Australia (Union of Employers) and holds a current Western Australian Plumbing Contractor’s Licence. In 2011, Murray became the first plumbing industry representative ever appointed to the Australian Building Codes Board. In 2016, he was appointed for a second five-year term.
William Fogarty has been appointed to the Board as a plumbing representative. William has over 18 years’ experience in the plumbing industry, which has included running a small business. For over a decade, William has been a dedicated union member and currently serves as a volunteer firefighter.
Tehani Mahony has been appointed to the Board as a plumbers representative. Tehani is a licensed plumber based in Broome and is currently employed as part of the Environmental Health Team supporting remote communities throughout the Kimberley region. Tehani was awarded the Victorian NAIDOC Apprentice of the Year in 2006 and in 2008 the Peter Pratt Indigenous Apprentice of the Year awarded by the Governor of Victoria and the Victorian Plumbing Industry.
